Science and technology are but two sides of the same coin and, in fact, science has been the impetus for technological growth and development. Science has fostered a great number of innovative technologies - which have in turn improved human living conditions. By laying the foundations for the food security, environmental integrity, production of goods, contributing to public health, providing energy and new information channels, and through a myriad of other innovations, modern technology has lived up to many of the expectations of people. Today, technology is seen to hold the key to prosperity. In the drive to provide basic needs and to raise the quality of life of our people; create wealth and to be globally competitive in an increasingly technologically sophisticated world; harness our natural resources and protect the environment in a sustainable manner we recognize the central role of science and technology. In fact, the investments in science today will pay back for our technology needs tomorrow.

Today, whilst unprecedented advances in the sciences are foreseen, there is a need for the nation to revitalize the scientific enterprise in the country. The need of the hour is a vigorous and informed democratic debate on the production and use of scientific knowledge. The scientific community and decision-makers should seek the strengthening of public trust and support for science through such a debate. We need to raise the standards of science and technology in the country and make it more focused to the technological needs of the country and also face the challenges of a technologically sophisticated world. Science teaching needs a great impetus to bring back students to the realm of science and enable science career opportunities. Research laboratories need to be invigorated with upgradation of technologies and re-investment to upgrade their infrastructure. India today needs anew generation of scientists working on key research and science problems. The nation also needs to integrate science and technology with all spheres of national activity in order to enhance India's global competitiveness, to ensure continued development of national infrastructure and to safeguard national security.
